That's just to cover if someone is asleep or on a work shift and they can't stinker tinker.
It's expected that everyone checks in every so often and keeps an eye on where the draft is up to. And generally they move along at a reasonable speed. L1 for example has nearly finished rd9 (90 picks) inside of 48 hours.
