The NRL will be trying to balance player welfare and the 'good of the game'. Teams need their players on the field and 11 days would theoretically mean only missing 1 game.

Yeah I get that, definitely. But repeated concussions, or regular like Ponga or anyone that gets one and goes unnoticed means damage in later life potentially. So not playing for a week or two is gud, but its still there.
Makes you wonder how any contact sports are still in place really. It's a tangent I know, and we aren't going to solve it here are we.
