Personally I think its ludicrous to think there isn't something shifty going on at the Roosters.
Not that I am singling them out in any way, just about every club would be finding loopholes in the salary cap with TPAs and whatnot. The Roosters just happen to be able to do it better than anybody else because Politis owns a hundred different businesses in the Sydney area. The only time clubs ever get caught breaching the salary cap is when there is a whistleblower, so clearly the most important part of salary cap management is keeping your employees that are privy to such matters from becoming disgruntled. Roosters staffers would be savvy enough to know Don Nick would have them in cement shoes at the bottom of Rose Bay if they squealed.
