I think the rule is that a foul on someone attempting a drop goal is a penalty in front of the posts, regardless of where the ball lands.
It happened around ten years ago, maybe at Easter, in a Bulldogs game. Klemmer got sinbinned for arguing and James Graham was blowing up "deluxe". It was when I learned the rule.

It’s pretty easy not to hit a kickers leg on the way through, time your run and don’t try be a hero.
Should have been binned (at least) if we’re being consistant.. Lussick got sent off!!

So you take away the advantage of the metres gained on the kick. That is pretty good reason to commit the foul in the first place. It’s always going to be where the kick lands.

This was Ilias getting a broken leg last week. Same situation, can't have a guy running full speed putting all his body weight through the kicker's leg. Just sheer stupidity.
